Highly ambitious cultural trust legislation passed by the Missouri legislature provided for $100 million in public funds to be set aside for the arts, and called for $100 million to be raised from the private sector. With no private money secured after five years, the MAC called on WolfBrown to develop a strategy. WolfBrown designed a unique incentive program to raise the money on a decentralized basis, guided the development and implementation of a series of pilot projects that raised more than $13 million in six months and energized the arts and philanthropic communities, evaluated the pilots, and made comprehensive recommendations for continuing the effort toward the $100 million goal. The outcome has been an ongoing and successful program that is benefiting communities throughout Missouri.
