Illinois Arts Council
The Illinois Arts Council contracted with WolfBrown consultants to conduct a comprehensive evaluation of the Council’s Regranting and Access/Decentralization grants programs. The evaluation also included an examination and analysis of other grant-making programs at the Illinois Arts Council that were intended to reach underserved constituents, small and emerging organizations, and artists. The purpose of the evaluation was to recommend restructuring leading to greater efficiency and effectiveness. As part of the assessment work, WolfBrown consultants conducted extensive interviews with staff, constituents, Council members, local arts agency representatives, and others; attended and facilitated meetings of panels, constituent groups, and grant recipients throughout the state of Illinois; made site visits to local arts agencies participating in the programs; reviewed relevant written materials; analyzed grant program data; examined model regranting programs in six other states; and developed a comparative information analysis on all local arts agencies participating in the programs. The resulting recommended changes were presented in a comprehensive report to the Illinois Arts Council.
